Why does Wales have 9 bands?
Wales revalued in 2003 and added a Band I at the top end. England and Scotland never did.
Wales is the only UK nation to have revalued Council Tax since 1991. The Welsh revaluation took effect on 1 April 2005 using a 1 April 2003 valuation date and added a ninth band, I, for properties over £424k at 2003 prices. England and Scotland still use the original 1991 bands A–H. The Welsh Government has signalled a further reform delivering in 2028 — likely another revaluation with possibly more bands.
